The Ministry of Commerce announced recently that the quotas of chemical fertilizer and import quotas of crude oil and finished oil of non-stated trade in 2004 have been adjusted.

The holders of chemical fertilizer tariff quotas and import quotas of crude oil and finished oil of non-state trade in 2004 should return the unused quotas to the import quota management organs authorized by Ministry of Commerce (hereinafter referred to as “import quota management organ”) if they estimate they can not use up the annual quotas before the end of 2004. The unused quotas of crude oil and finished oil of non-state trade should be returned before September 1, 2004 and unused import quotas of chemical fertilizer should be returned before September 15, 2004. Otherwise the import quota management organ will reduce their quotas in 2004. If the quotas of crude oil and finished oil have not been used up before the end of 2004, an application may be made for carrying over to 2005.

Import quota management organ should inform related quota holders about the adjustment in accordance with the announcement and return the quotas and the carry-over application to the Ministry of Commerce before September 1, 2004 (Tariff quotas of chemical fertilizer before Sept. 15). Ministry of Commerce will handle the application during Sept. 1 to 15 and allot again the returned quota before Sept. 30.
