To every province, autonomous region, municipality directly under the central government and city foreign economic and trading office(committee, bureau and department) special in all quarters, offices and quota license offices listed on the planning sheet:

According to the regulations related of 《Temporary Measures of Processing Trade Check and Approval Management》(No.314[1999] issued by the Foreign Trade and Economy Department), the processing trade businesses which originally are examined and approved by the Foreign Economy and Trade Department or issued export license by certificate organization depending on the Foreign Economy and Trade Department approval document including those of copper, copper base alloy, sugar, news print, crude oil (product oil), steels, pig iron, zinc slab, and aluminum etc., have been examined and approved respectively by the administrative departments in charge of foreign economy and trade department in all quarters. Aiming at some problems recently proposed by all quarters during the courses of implement and then basing on the adjustment of export license management commodity index, we hereby restate and clear the relevant items of the check and approval of the above 8 products' processing trade and certificate as followed:

1. Sugar, product oil and zinc slab still belong to those of export license management. The processing trade of export sugar, product oil and zinc slab must be examined and approved by every provincial administrative departments in charge of foreign economy and trade departments according to 《Temporary Measures of Processing Trade Examination and Approval》. And the examination and approval of sugar processing trade must conducted on the basis of the rules of 《The Notice Of The Relevant Items about Strengthening processing trade sugar import approval management》 ( No.154 [2000] issued by the Foreign Economy and Trade Department) and handled by right of the Foreign Economy and Trade Approval Document; On the other hand, as for the approval of the processing trade business of export crude oil and import product oil , the processing trade quota of which should be examined and verified. The certificate organizations issue the processing trade export license of sugar, product oil and zinc slab by the right of 《Processing Trade Business Approval License》, the customs' 《Processing Trade Register Handbook》 and the effective export contracts done by the administrative departments of every provincial foreign economy and trade departments At last, the customs examine according the export license.

2. Under the general trade items, copper and copper base alloy are both prohibited to export while under the processing trade items allowed to expand the processing trade business of treating the import material as the production material ( such as copper concentrate) of copper and copper base alloy, at the same time, carry out the export license management for processing trade export copper and copper base alloy. This business is examined and approved by the processing trade approval organizations of operation enterprise register place in accordance with the 《Temporary Measures of Processing Trade Examination and Approval》. The certificate organizations, depending strictly on the certificate rules, issue the processing trade export license of copper and copper base alloy by the right of 《Processing Trade Business Approval License》, the customs' 《Processing Trade Register Handbook》 and the effective export contracts done by the administrative departments of every provincial foreign economy and trade departments At last, the customs examine according the export license.

3. The four products, i.e. news print, steels, pig iron and aluminum now belong to non-export license management product, and the processing trade business of which should be checked and approved by the processing trade approval organizations of operation enterprise register place in accordance with the 《Temporary Measures of Processing Trade Examination and Approval》

Please carry out these measurement according to the above clauses and feedback on time as long as meeting any problems during the course of implement.
