In order to smoothly implement the work of trying out import and export license interconnection cancel of verification , the Foreign Economy and Trade Department and Customs General Administration united to sign " License Electronic Data Interconnection Cancel of Verification Agreement" in 1998. Throughout one-year technical preparation and experimentation, since Sept. 1st ,1999, both sides began to try out the experimental unit work of import and export license interconnection cancel of verification at 13 customs ports which has won a distinctive effect. As a result, the efficiency of customs examination has been obviously improved , the time for enterprises to apply to customs has been shortened and the license issued management been standardized as well. In the meantime, the illegal activities done by the lawbreakers such as fabricating license smuggling , arbitrage and so on have been struck effectively, and the normal import and export operation order has been maintained. In order to further strengthen the management of import and export quota license products, carry out the administration depending on the law, and promote the process of the electronization and informatization of foreign trade , and since Oct.1st,2000, we determine to completely try out import and export license interconnection cancel of verification system in the country's certificate institutions and every customs , and now the relative items are informed as followed:

1) As for the commodities of quota license management ( except for the textile quota license), each customs port should grant both the license written certificate and license electronic data as the custody gist simultaneously, and the customs must conduct the cancel of verification and check after having confirmed that the content of the license written certificate complies with the license electronic data.

2) To protect each import and export enterprise to handle the procedures of applying to customs in time, the departments related of the Foreign Economy and Trade Department and Customs General Administration must transmit and receive the license electronic data in time. Every on-the -spot customs must receive timely the license electric data issued by the Customs General Administration every day. At the same time, they must transmit timely the data on the license verification (discharging) to the Foreign Economy and Trade Department through the Customs General Administration every day.

3) Each certificate organization must strictly execute 《The Working Standard of applying and issuing of Import License》(No.759 Document [1999] issued by the Foreign Economy and Trade Department) and 《The Working Standard of applying and issuing of Export License》(No.743 Document [1999] issued by the Foreign Economy and Trade Department) , issue the license according to the document regulations. Moreover, the content of import and export license written certificate must not be printed by computers and changed any more.
