As per the instruction and gist of implementing export processing zone experimental units issued by the State Department, the National Foreign Exchange Management Bureau constitute《Temporary measure of conducting foreign exchange management in export processing zone 》and now issued as followed:

Every branches must carefully study, follow out and carry out the above document. After which is received, each branches must transmit to the branch bureaus, foreign capital banks and related units directly under, then the designated foreign exchange banks invested by Chinese government must also transmit it to their branches as soon as possible. Meanwhile, the branch bureaus of export processing zones of residence should draw the detailed implement rules per the 《Temporary measure of conducting foreign exchange management in export processing zone》which will be approved and carried out after being reported to the General Bureau, finally printed by themselves.

Please feed back to the General Bureau timely as long as meeting any problems in the course of implement.

Chapter One General Principle

Clause 1. In order to standardize the foreign exchange management in the export processing zone, ensure the foreign exchange capital to flow orderly and reasonably, and promote the development of export processing zone as well as enlarging export, using foreign capital and constituting this 《Measure》is encouraged.

Clause 2. Export processing zone called in the 《Measurement》refers to special economic zone which is approved to be established by the State Department and accept close management by the customs as well as engaging in export processing business exclusively within the boundary of P. R. China ( briefly called "within the boundary" as followed).

Clause 3. The National Foreign Exchange Management Bureau and its branch bureaus (briefly called "foreign exchange bureau" as followed) are foreign exchange management organizations of export processing zone

The National Foreign Exchange Management Bureau draws the foreign exchange management regulations of export processing zone, i. e.: The foreign exchange bureaus of the export processing zone of residence are responsible for constituting detailed implement rules according to those related stipulated by the National Foreign Exchange Management Bureau, on which depend to supervise both the foreign exchange income and expense and the foreign exchange operation activity.
